Startup apt check fails

When Sympl starts up on a newly-configured setup, it says:

Warning: Unable to identify if package updates are available.
run ‘apt-list upgradable’ to check manually.

But I don’t think apt-list upgradable is correct. Shouldn’t it be ‘apt list upgradable’ ?

When do you encounter this? Is it on login or just from a fresh image?

In this case, it’s the first login on a fresh image.
